[Imageworld] Seeking Partner for a Joint R&D Project Poland-Israel

PLEASE FORWARD this letter to the Director of R&D or the appropriate department.

We are seeking an Israeli partner company to jointly propose and
submit a project to the program "Poland - Israel Call for Proposals
for Joint R&D Projects" (
http://www.matimop.org.il/Content.aspx?code=230&cat=21 ) in the area
of intelligent video surveillance.

We are an industrial-academic R&D consortium in Poland consisting of a
company Silesian Fiber Optic Networks - Śląskie Sieci Światłowodowe or
3S, and an academic institution PJIIT or Polish-Japanese Institute of
Information Technology. The consortium is currently conducting
research on advanced capabilities of video surveillance systems
including person identification, tracking, learning and recognition of
behavior, activity and situation in a funded two year project.

We are interested in submitting a joint proposal to develop an
intelligent video processing module for video surveillance networks.
The Polish side's part of the joint proposal would include refinement
of the research results of our current project and an industrial grade
software implementation, with a specific focus on tracking multiple
people through extended range of space and time, detection and
recognition of critical situations, and an ability to learn to
recognize actions or behaviors. The contribution of the partner from
Israel could extend or enhance these capabilities. As an example, it
could include developing functionality that complements the
intelligent video processing capabilities, designing and building the
system portion of the module, or plug-in interfaces to industrial
surveillance software systems. We are also open to considering other
proposals, that would make use of our experience and capabilities.

The company 3S ( http://www.3s.pl ) is located in Gliwice. It
specializes in design, installation and management of video monitoring
systems and in building and managing high capacity fiber optic
networks for distribution of video, audio and data. Its 1000 km fiber
optic network extends throughout the Upper Silesian Industrial Region,
which has the largest concentration of industry in Poland.

Polish-Japanese Institute of Information Technology - PJIIT / PJWSTK (
http://www.pjwstk.edu.pl/en ) offers courses and conducts research in
fields of Computer Science, Computer Art, Multimedia, Robotics,
Computer Networks, and Intelligent Systems, and awards degrees up to
Ph.D. and Habilitation. Its branch in Bytom which will host the
proposed project is conducting two funded research projects, a Human
Motion project oriented towards applications in medicine and
entertainment, and the above mentioned video surveillance project in
cooperation with the 3S company. These projects are supported by two
new well equipped laboratories: a Motion Capture Lab/Studio with Vicon
T40 motion cameras and Basler HD video cameras, and a Computer
Vision/Video Surveillance Lab, with direct access to distributed
pan-tilt-zoom HD camera network installed in Bytom's Market Square and
other public places.
